MHC Legislative Accomplishments

  1. 2019: Mental Health Parity Legislation

This legislation requires health carriers to report on their processes for assessing mental health and substance use disorder benefits compared to medical and surgical benefits. It also mandates that non quantitative treatment limitations on mental health and substance use disorder benefits must be comparable to those on medical and surgical benefits. Additionally, it prohibits individual and group health insurance policies from denying coverage for substance abuse services based solely on a court order.

2023 Legislative Session:

  1. HB 5198: An Act Concerning Telehealth

This bill extends and expands telehealth services in Connecticut, including audio-only consultations, out-of-state provider allowances, and fair payment practices. It requires verification of provider credentials and compliance with professional standards. Additionally, it permits coverage under the Connecticut Medical Assistance Program for audio-only telehealth services.

  1. SB 432: An Act Concerning State Contracts With Nonprofit Human Services Providers

This bill mandates the Office of Policy and Management (OPM) secretary to conduct reviews and reports concerning nonprofit human services providers contracting with state agencies. The reviews include assessing compensation adequacy, identifying burdensome reporting requirements, and ensuring timely payments to providers. Additionally, it requires a review of the state’s integrated financial system to address inefficiencies affecting accessibility and financial reporting for these providers.

  1. $50 Million in Additional Funding for Nonprofit Social Services Providers

Mental Health CT effectively advocated for an additional $50 million in ARPA funding allocated to nonprofits offering support for individuals with disabilities or those grappling with mental health or addiction challenges. This increase translates to a 2.5% boost in funding for these vital organizations
